Planning for the Future of Planning

Established by the late Professor Donald Shoup and his wife Pat, and supported by loyal fans, alumni, faculty and friends, the Donald and Pat Shoup Endowed Fellowship in Urban Planning supports students at UCLA Luskin in perpetuity, lowering the costs of attending graduate school and making advanced study possible for those who might otherwise not be able to attend.

Donald Shoup, distinguished professor emeritus of urban planning, whose decades of teaching and scholarship at UCLA greatly influenced the field of land-use planning as well as generations of scholars, students and urban planners, died following a short illness on February 6, 2025, in Los Angeles. He was 86.

UCLA Luskin Urban Planning students come from a wide range of backgrounds and pursue a variety of interests. They are urban advocates, community organizers, environmental innovators, transportation mavens, public health proponents and affordable housing activists. They are passionate about justice, equality and the power of positive change. Their idealism is infectious: they believe they have the power to change the world, and the thing is, they’re 100% right. As more than four decades of alumni attest, they will realize major achievements and improve communities around the world.

Limited fellowship funding, combined with the rising cost of attending a nationally ranked professional program, has forced graduate students to take out expensive loans or pass up advanced study altogether. As Shoup’s steady drumbeat of ideas has caught on, planners, academics and urban advocates around the country have joined in. Identifying as the “Shoupistas,” these agents of change make it clear that maintaining the status quo is not an option — livable, welcoming neighborhoods demand new thinking about parking, land use and the way we build our cities. Today there are thousands of Shoupistas in cities around the world, fighting for their communities and all motivated by Professor Shoup’s rethinking of our cities.
